Illinois governor signs consumer review of health claims Bill
Governor Pat Quinn of Illinois signed a bill that ensure that all applications for private health insurance, may be reviewed and decided by qualified majority, an independent physician. The law came into force on 1 July.
Under current law, consumers in Illinois only health insurance who are enrolled in a health maintenance organization (HMO) are entitled to a review independent, external when applications are denied. July 1, HB 3923 extends the right to an independent review of a denied request to all residents of Illinois with health insurance coverage.
The new law would allow Illinois residents to submit their application for health insurance for an external review after that is denied by your insurer. The external evaluation will be conducted by a qualified, independent doctor, who is elected by an accredited and the Department of National Illinois Insurance approved by the Independent Review Organization. The external review is required and must be completed within 20 working days. In some emergencies, The review will take place in the 72-120 hours.Also under the new insurance law, covering small businesses to accept a standard insurance application before January 1, 2011. This law also applies to people who can now use a standard application of health insurance.
The standard application will be developed by a committee of consumers, insurance agents, small business owners and representatives of the insurance company. The committee will work with the Illinois Department of Insurance.
In addition, HB 3923 requires health insurers operating in Illinois, to provide the state of how much they receive in premiums and how premiums are spent on pay claims and costs of health care on the cost of administering coverage. The Insurance Department will publish this information online to ensure greater accountability among Illinois insurance companies.
HB 3923 was sponsored by Rep. Greg Harris (D-Chicago) and Sen. Heather Steans (D-Chicago) and the General Assembly overwhelmingly adopted.
