Remove the cover, c-clip and washer, but not removing the wheel. Need to know if I miss a step somewhere.
Probably, if oxidized very old. the wheel may have two holes on the edge if you are not Fortunately, you can get one that has a screw extractor that remain against the shaft and used two screws to secure the rest of the wheel and tighten the screw and the plate against the shaft and takes the wheel. The attention could turn the wheel a lot of patience is required here. One type of penetrating oil like WD-40 and probably a good size 48 oz hammer strike in the screw extractor to break up any loose rust. Remember that not getting this way in a day and can spend more than a day to go outside. Good luck! You may want to grease the shaft after you out of it so it does not happen again.
